Policy

In addition to completing Department of Family and Protective Services (DFPS) required training and state employee training classes, DFPS contracts staff may be required to complete training related to procurement and contract management activities including:

DFPS Ethics Training

This computer-based training is available through the DFPS Learning Station under Required Training. Training must be completed within 60 days of a DFPS contracts staff employment start date and every two years thereafter.

Certified Texas Contract Management Training (CTCM)

This training is required by the Comptroller and includes training on contract management, project management, and negotiation strategies. For information on the CTCM certification, including the required timeframe for completion, refer to Certified Texas Contract Manager (CTCM).  

Certified Texas Contract Developer Training (CTCD)

This training is required to engage in contract development functions on behalf of a state agency if the employee develops, evaluates, negotiates, or awards a contract posted to the Electronic State Business Daily or in the Texas Register on behalf of a state agency.

Contracting Basic Skills Development (BSD)

This training must be completed within 12 months of a contract staff member’s start date. Contract Leadership may request a waiver of this requirement by referring to  Requesting a Waiver from DFPS Contract policy. Contract staff interested in attending, or retaking BSD as a refresher course, may request to do so. BSD is offered once per quarter at a schedule determined by Contract Oversight and Support (COS). BSD is conducted in an online blended learning environment which incorporates web-based training on the DFPS Learning Station as well as virtual check-ins.

Once a BSD session begins, attendance is mandatory, with one excused absence approved by COS. Any participant with more than one excused absence must restart BSD with a future cohort. It is the responsibility of the participant to  complete all courses by the deadline, attend all BSD check-ins, and inform COS if they are unable to meet a deadline or attend a check-in.
BSD is designed as an introduction for DFPS contract staff and should be supplemented by on the job and division specific training conducted by Contract Divisions themselves. BSD is hosted by COS and includes contract management topics such as:

  • Overview of laws and requirements that govern contracting
  • Contract execution and contract management
  • Contracting risk and controls
  • Oversight and monitoring
  • Overview of CAPPS Financials and SCOR
  • DFPS resources for contract staff

Health and Human Services (HHS) Systems Training Solutions

Contract staff must complete HHS trainings to access CAPPS Financials, SCOR, and to use procurement cards. These training sessions are available on the HHS Systems Training Solutions.
